The invention is for a rotary internal combustion engine including a primary rotor (12) defining a combustion chamber (20) having an inlet opening (28) for an air/fuel mixture and an outlet opening (30) for expanding hot gases, the primary rotor having an inlet valve (32) for controlling the flow of the air/fuel mixture into the combustion chamber (20), and an outlet valve (34) for controlling the flow of expanding hot gases from the combustion chamber, ignition means for igniting the air/fuel mixture, a reaction rotor (14) defining a slot (40) in which a power vane (18) is received during rotation of the rotors and a housing (42) for housing the primary rotor (12) and the reaction rotor (14), the housing (42) defining an expansion chamber (46) for expanding hot gases, an exhaust port (48.2) through which combustion gases can be expunged from the expansion chamber (46).
