An air bag cover consists of a cover layer (10) facing the passenger compartment. Recess(s) (24) is formed in the inner side of cover layer at the tear open position and is sealed with a strip-like cover film. A foam material is applied over cover layer and cover film to a foam material layer (12). Independent claims are included for the following: (1) air bag cover; and (2) apparatus for manufacturing air bag cover.
