A system for effectively promoting health, e.g. recovering from fatigue, by imparting a vibration from the sole of a human foot thereby activating circulation of blood flow, and for rehabilitating an aged person. It is installed on the floor surface such that a user can place one’s sole of a foot on it, and comprises a unit (3) for generating a vibration having an amplitude in the vertical direction, and a handrail (5) installed on the periphery of the vibration generator (3) so that the user mounting on the base (13) thereof can grasp the handrail.
