A packet communication method in a mobile communication system capable of coping with increase of a packet amount while suppressing to minimum the increase of the software/hardware scale of the mobile communication system. In this method, when the packet amount transmitted/received between UE 101 and TE 106 is increased, an IP network 111 composed of a router performing only the internet protocol is additionally provided to contain the increased packets instead of additionally providing RNC 103, SGSN 104, or GGSN 105. Here, BTS 102 performs radio line control of the W-CDMA method and a predetermined layer 2 processing.
