PROBLEM TO BE SOLVED: To provide lightweight artificial culture soil for raising seedling easy to handle and suitable for germination, growth, transplantation of various plants such as rice and turf, and to provide a method for producing the culture soil. SOLUTION: This method for producing the culture soil 1 for raising seedling comprises the first process of opening vegetable fiber pulp, the second process of bonding fiber mutual intervals 18 of the opened vegetable fiber pulp 11 with each other by a natural inorganic binder 130 and/or a natural organic binder 131 so as to form a fiber main part 111, the third process of mixedly stirring the natural inorganic binder 130 and/or the natural organic binder 131 with at least one kind of a hydrophobic material selected from a natural inorganic soil improving agent, a natural organic soil improving agent 15 and a natural mineral processed body, the fourth process of granulating the mixture obtained in the third process and a process of mixing with the granulated product obtained in the fourth process at least one kind of a post-matter selected from a plant splitting enzyme 10, an antibacterial material 101, a three elements fertilizer 4, a hydrogen ion cushioning agent, and micronutrient.
