PROBLEM TO BE SOLVED: To provide a method of making cosmetic articles especially those which include a surfactant such as a forming surfactant or another cosmetic composition. SOLUTION: In a preferred embodiment of the method, the cosmetic composition and an adhesive are both distributed upon a substrate. The adhesive and/or the cosmetic composition can be provided in the form of a film or as a powder. Another substrate layer is then overlaid upon the first layer, and the substrates are pressed to bond the substrate layers together. The arrangement provides a uniform product in which the surfactant composition (or other cosmetic composition) is well retained between the substrate layers. COPYRIGHT: (C)2003,JPO
