PROBLEM TO BE SOLVED: To provide an imaging apparatus and an imaging method in which an image having a good image quality can be formed stably by preventing liberation of toner from a flight start position surely during stoppage of a toner carrier. SOLUTION: When a control voltage corresponding to a solid image signal is applied to a control electrode 43 while rotating a developing roller (toner carrier) 12 in the arrow direction D, a transport electrostatic field E is formed and toner T carried on the surface of the developing roller 12 at a toner flight start position J flies through a toner pass hole 41. Consequently, an area Z not carrying toner is formed on the surface of the developing roller 12. When the developing roller 12 is stopped after being rotated in the reverse direction Dr, the area Z not carrying toner on the surface of the developing roller 12 faces the toner flight start position J.
