PURPOSE: A test set device by using a mobile terminal is provided to receive a registration message outputted according to power supply of the mobile terminal, and to lock or unlock the mobile terminal. CONSTITUTION: A test set device(1) has an RF module. The RF module registers an ESN(Electric Serial Number) and a telephone number of a mobile terminal(2), and stores the registered numbers. The RF module receives a registration message outputted according to power supply of the mobile terminal(2), and decides whether the registration message is the same as the ESN and the telephone number, then outputs a locking or an unlocking signal according to a decided result. A memory comprised on an RF module end registers the ESN and the terminal number.
