PURPOSE: An operating device of an opening-and-closing window is provided to heighten interchangeability by operating a window at various angles and to have safety by forming a locking device not to be unlocked by hands or an instrument from the outside when opening a window at the preset angle. CONSTITUTION: The operating device of an opening-and-closing window(1) composed of a housing, a handle, a working arm(60) and a warm wheel(70) to open and close window comprises: a body(61) provided with a hanging groove(82) with a projected hanging piece(81), and a hanging projection(83) projected to the outside of the hanging groove(82) in one; a movable member(30) provided with a primary hanging part(85) with an incline(84) suspended on the hanging groove(82) of the body(61) and a secondary hanging part(87) with primary and secondary contact surfaces(86,86a) and formed to a lower case(20) of the housing to move from side to side; an elastic member(32) interposed between a hanging bar(31) projected to one side of the secondary hanging part(87) and a projected bar(21a) projected to a finishing piece(21) of the lower case(20) to be opposite to the hanging bar(31) to support the horizontal movement of the movable member(30); and a control member(90) installed on the lower case(20) behind the movable member(30) to be rotatable and provided with primary and secondary wing parts(91,92) projected to hang on the hanging projection(83) of the body(61) and primary and secondary adhesion surfaces(93,94) adhered closely to the primary and secondary contact surfaces(86,86a).
