PURPOSE: A method of controlling a call between a packet network and a PSTN in an advanced open network is provided to occupy receiving subscribers when a completion of a bearer setup of the packet network is confirmed, and to reserve a trunk of a trunk line as delivering an IAM(Initial Address Message), thereby securing the completion and preventing dual occupation of the trunk. CONSTITUTION: When interworking a packet network with a PSTN, a virtual COT(Continuity) check is set for an ISUP(ISDN User Part) call processing, and an IAM is delivered. After setting a bearer connection according to a bearer setup request of the packet network, a result of the COT check is loaded into a COT message, and is delivered. The process of delivering the IAM comprises the steps as follows. An originating media gateway controller receives the IAM, and reserves call-related bearer information in an originating media gateway. The controller interprets a number of the IAM, and transmits the IAM to a receiving media gateway controller. The receiving media gateway controller interprets a receiving number of the IAM, obtains a receiving media gateway, a receiving PSTN, and a trunk of a trunk line, and informs the receiving media gateway of the reserved trunk. The receiving media gateway controller sets a COT check in the IAM, and delivers the IAM to the receiving PSTN.
