PURPOSE: A solid cosmetic soap composition is provided, which has excellent moisturizing effect, hair nutrition supplying effect and scalp protecting effect. CONSTITUTION: The solid cosmetic soap composition comprises a fatty acid-based soap fat; 0.1-6 wt% of D. batatas Decne powder; and 0.1-12 wt% of a betaine-based surfactant represented by the formula 1, wherein R1 is an alkyl group of C10-C12 or its mixture; R2 and R4 are a methylene, ethylene or propylene group; and R3 is H, a methyl group or an ethyl group. Preferably the fatty acid-based soap fat is obtained by neutralizing beef tallow, a palm oil, palm nucleus fatty acid or a monofatty acid of C8-C20 or their mixtures with sodium hydroxide or potassium hydroxide.
