PROBLEM TO BE SOLVED: To provide a fluid-modifying apparatus and a method for modifying a fluid which permit ready and inexpensive modification of various liquids and gases, that is, various fluids, particularly permit ready and inexpensive modification of a hydrocarbon-based liquid fuel so that NOX generated when the fuel burns is decreased with enhanced combustion efficiency. SOLUTION: The fluid-modifying apparatus comprises an inflow section 10, an outflow section 12 and a fluid passage section 22. The fluid passage section 22 is caused to contain a trace element-containing metamorphic sedimentary rock. The object fluid is contacted with the trace element-containing metamorphic sedimentary rock when it passes through the fluid passage section. The object fluid passes through the fluid passage section 22 in a grounded state and thus an electric field is applied on the object fluid while a micro electric current flows through it, whereby the object fluid is modified.
