PROBLEM TO BE SOLVED: To transmit a message to a reception terminal in which the possibility of a recipient to immediately recognize the message is highest without being conscious of address information of each of a plurality of terminals. SOLUTION: An input section 101 receives a message sent from a sender device 4. A destination selection section 102 uses a user information storage section 109 to specify a user name being a destination on the basis of destination information included in the message, respectively acquires an access history from a user use information storage section 106, schedule information from a user schedule information storage section 107, and rule information from a rule information storage section 108 with respect to the specified user A, selects one or reception terminals 3, and determines a message transmission/ reception form by using the user information storage section 109. A conversion section 103 converts the message into a transmission/reception form of the message determined by the destination selection section 102. A transmission section 104 transmits the converted message to the reception terminals 3 selected as the destination.
