PROBLEM TO BE SOLVED: To realize a simple and effective safety measure against liquefaction, which is applied to a comparatively simple building. SOLUTION: In constructing the comparatively simple building 4 on the ground having a liquefaction layer 1, the ground positioned on the upper layer of the liquefaction layer 1 is improved to form a flat-plate soil improvement body 10, the soil improvement body 10 is supported by the liquefaction layer 1, and the building 4 is supported by the soil improvement body 10. A columnar soil improvement body reaching non-liquefaction layer positioned in the lower layer of the liquefaction layer is formed, and the flat-plate soil improvement body is supported by the columnar soil improvement body. The soil improvement body is formed of cement-base soil improver.
