PROBLEM TO BE SOLVED: To provide a video display device capable of providing moving video images for advertisement or the like for a passenger on a moving body during traveling relatively easily at a low cost, and a video display method. SOLUTION: In a video display system of this invention, the moving body 7 moving along a route 5 is provided with a plurality of irradiation means 10 at a prescribed interval from the front part to the rear end part of the moving body 7 in the moving direction so as to face a wall surface 13 installed along the route 5, a video image is projected onto the wall surface 13 with the irradiation means 10 and a person on the moving body 7 is provided with the video image. The video display system is provided with a detection means 15 for detecting passing of the moving body 7 and transmitting a detected result and an irradiation control means 29 for controlling operation states of the respective irradiation means 10 with a delay of fixed time in an order of the irradiation means 10 provided from the front part to the rear end part in the moving direction on the basis of the detected result.
