The invention provides a water-based composition for grafting an antimicrobial agent onto a substrate. The composition includes a salt of a polymerizable anionic monomer or prepolymer, a graft initiator, a catalyst, and an amount of an cationic antimicrobial agent sufficient to provide an effective concentration in a polymerized graft coating, that is dissolved or dispersed in a compatible water-based solvent system. Substrates treated with the composition and methods of treating substrates with the composition of the invention are also provided.
