PROBLEM TO BE SOLVED: To provide a device and a method for sampling high-pressure fluid by which samples can be optionally take out to evaluate quickly the decomposition state of a toxic substance of an organic halide or the like, when the toxic substance such as PCB, is decomposed at a high temperature under a high pressure. SOLUTION: This device is provided with a sampling tube 13 communicated with a high-temperature and high-pressure reaction test device 11 for testing a state of a chemical reaction under the high-temperature and high-pressure condition, and interposed with a valve 12 for opening and closing an inside of a passage; a sampling chamber 17 connected to the other end of the sampling tube 13 to introduce inert gas 15 from a gas container 14 in it, and to make a sample 16a of one portion of a reaction solution 16 in the reactor 11 via the sampling tube 13 flow in; a pressure-proof container 21 having a pressurized chamber 20 for pressing the sampling chamber 17 via a movable partitioning wall 8 to make pressing water 19 having pressure of the level same to that in the high-pressure device 11 flow in; and the pressing means 21 for making the pressing water 19 flow into the pressurized chamber 20.
