PROBLEM TO BE SOLVED: To manufacture a reflection plate with excellent reflection characteristics with a high yield by reducing deviation of film thickness of projecting parts in manufacturing a projecting and recessing layer which is to be a base of the reflection plate in the reflection plate with protrusions and recessions on a surface and with a light scattering property and in a semitransmissive display element provided with the reflection plate. SOLUTION: The projecting and recessing layer consists of the projecting parts 9 composed of residual resin and flat base parts 10 from which the resin is removed. Diameters of the projecting parts 9 are >=15 μm and <=40 μm. The projecting and recessing layer including the projection parts 9 is provided with a reflection film.
