PROBLEM TO BE SOLVED: To provide a voice communication apparatus, a voice communication system, a voice communication control method, a storage medium, and a program that enable voice communication with a common handset even in the case of making a voice speech in VoDSL (voice over digital subscriber line) communication or in POTS (plain old telephone service) communication so as to relieve an economical load and eliminate complicated wiring. SOLUTION: A VoDSL device capable of both the POTS communication for communication with a voice band and the VoDSL communication for communication by using the Internet at a frequency band different from a voice band at the same time through the same subscriber line and capable of multiplexing a voice signal to part of the VoDSL communication, is provided with an analog switch 115 that selects a voice signal for the POTS communication or a voice signal multiplexed on part of the VoDSL communication and a central arithmetic unit 118 that controls the common use handset 116 for a speech even when each of the voice signals is used to make a speech.
