PROBLEM TO BE SOLVED: To provide a conductive member which can maintain a large nip width in the whole region of the roll and which can prevent image defects. SOLUTION: The conductive member has a first conductive elastic layer 12 formed on a core metal 11 and a second conductive elastic layer 13 applied on the first conductive elastic layer 12. The first conductive elastic layer 12 consists of a polyurethane foamed body having continuous foams and <=500 N hardness, while the second conductive elastic layer 13 consists of a conductive rubber elastic material.
