PROBLEM TO BE SOLVED: To provide a liquid crystal panel driving system capable of reducing a programmable counter in a PLL loop by narrowing the frequency setting range of VCO 1, and to provide a liquid crystal display device using the same. SOLUTION: The liquid crystal panel driving system is provided with a 1/X frequency divider for reducing the oscillation frequency of VCO 1, and a 1/Y frequency divider for keeping clocks inputted to the PLL loop constant, and horizontal shift clocks and the other pulses are generated at the same frequency of VCO 1 four times higher than a predetermined value by setting the dividing ratio of the 1/X frequency divider 7 to 4 and the dividing ratio of the 1/Y frequency divider 8 to 1.
