PROBLEM TO BE SOLVED: To prevent a device failure and system down caused when the total transmission power being combined power obtained by multiplexing a plurality of channel signals exceeds the maximum power allowed by the system. SOLUTION: An excessive power detecting part 106 compares in magnitude the total transmission power being the power of a multiple signal obtained by combing the plurality of channel signals with the maximum power allowed by the system to detect excessive power that exceeds maximum allowable power. A total transmission power suppressing part 107 suppresses excessive power equally to or less than the maximum allowable power of the system if the excessive power detecting part 106 detects the excessive power.
