PROBLEM TO BE SOLVED: To provide a filler of a seat cushion that is easily and inexpensively reinforced without causing a defect such as a crack, and a method for manufacturing the same, and a foam-molding device used for the method. SOLUTION: The filler 10 for a seat cushion has a foam 11 molded from an expandable resin of a shape almost according with the profile of the filler 10, air permeable sheets 12 integrally fixed to the foam 11, and an impregnated layer 13 integrally fixing the air permeable sheets 12 to the foam 11 and reinforcing the filler 10 in which the air permeable sheets 12 are integrally fixed to the foam 11. The filler 10 has a surface and two sides nearly coinciding with the shape of the seat cushion from the surface to the two sides. The impregnated layer 13 is thinner than the air permeable sheets 12, and is thick enough to give prescribed reinforced strength to the filler 10 in which the air permeable sheets 12 are integrally fixed to the foam 11.
