PROBLEM TO BE SOLVED: To provide a gum massaging brush by which a gum massaging effect can be easily and efficiently obtained, and a gum massaging device on which the gum massaging brush is fitted. SOLUTION: A brush base section 2 is equipped with a plurality of brush bristles 1 which are formed of a material of a low elasticity such as a silicon rubber. Such a brush base section 2 is provided on the tip side of this gum massaging brush 4. At the same time, the proximal side of the gum massaging brush 4 is fitted on a driving shaft 5. In this case, the driving shaft 5 protrudes from the distal end section of a main body section 6, and is driven at a high speed by a specified displacing amount. Thus, this gum massaging device 15 is constituted.
