PROBLEM TO BE SOLVED: To form an air venting through-hole in a tire ply without damaging a steel cord in a green tire molding process. SOLUTION: The perforation means of the holing apparatus is constituted by attaching a plurality of needle block bodies, each of which has a plurality of needle elements implanted therein downwardly so as to be arranged in the direction right-angled to a feed direction, to a lift stand so as to provide upper and lower plays capable of stopping the falling of the needle block bodies when the needle elements collide with the steel cord at the time of falling.
