PURPOSE: A system for securing a parking lot is provided to prevent a crime in advance by referring a car registration and notifying an alarm to the police in the case of a criminal vehicle or a vehicle wanted by the police. CONSTITUTION: A vehicle sensor senses a vehicle's movement when the vehicles move in and out. A camera(13) takes a photograph of the number plate of a vehicle. An illuminating device(12) generates infrared flash light. An image capturing device(14) controls the illuminating device and the camera, and converts an image inputted from the camera into a digital signal. A main controller(15) detects a position of the number plate and automatically recognizes characters of the number plate for outputting the recognized number plate and the image. A main server(21) stores the number plate and the image inputted from the main controller, requests a car registration database(30) to refer a car registration, and receives car registration information. A monitor(22) displays the image of the vehicle transmitted from the main controller to the main server. An alarm(23) generates a warning to an operator if the number of the vehicle is not recognized or the referred vehicle is a criminal vehicle or a vehicle wanted by the police. An input unit(24) inputs the number of the vehicle if the number of the vehicle is not recognized.
