PROBLEM TO BE SOLVED: To solve such a problem with a conventional working fluid filling device that a body case and an elastic seal must be wiped each time working fluid is filled in a master cylinder, and large man-hour and much time are required. SOLUTION: The elastic seal 40 is fitted into the fluid chamber 6 of a body case 2 forming the master cylinder together with a filling cap 30, a pressurizing cylinder 35 is connected to a pressurizing chamber 33 formed between the elastic seal 40 and the filling cap 30 through a pressure fluid passage 34, and the pressure fluid is filled into the pressurizing chamber 33 to pressurize a part of the elastic seal 40 and fit closely to the inner wall surface of the peripheral wall 7 of the body case 2 for sealing liquid-tight ranging from the inner wall surface to the upper end face 8 of the peripheral wall 7. The working fluid 9 is filled into a fluid chamber 6 through filling passages 24, 31, and 45, and the body case 2 is separated from the elastic seal 40 and the filling cap 30 to complete a filling operation. Thus, even if the filling operation is repeated, it becomes hard for the working fluid 9 to adhere to the outer surface of the body case 2.
