PROBLEM TO BE SOLVED: To provide a poultice base and a poultice having high water content and excellent adhesivity to the skin, free from the seepage of water and neatly releasable from the skin without leaving the poultice residue. SOLUTION: The poultice base contains (a) a polyacrylic acid and/or its salt, (b) a highly water-absorbing resin having a sulfo group expressed by formula SO3 Z (Z is H, an alkali metal or ammonium) and (c) a polyvalent metal compound. A poultice is produced by spreading the poultice base on a substrate.
