PURPOSE: A four seasonal heating and cooling apparatus is provided to heat the pure water by degrading the atmosphere in a steam-generating device than atmospheric pressure, thereby obtaining the effective heat-exchange. CONSTITUTION: A four seasonal heating and cooling apparatus is composed of a steam-generating device(7) and a fan or pump(2), and uses the pure water as a heat medium. The steam-generating device has an electric heater for forming a saturated steam with the pure water in a flow path. The saturated steam is delivered via a closed circuit to a heat exchanger(3) in a vacuum state. The steam-generating apparatus(6) is filled with a phase change material and enclosed with a insulating material to re-heat the heat medium.
