PROBLEM TO BE SOLVED: To provide a base sheet for a mat which can effectively prevent a fiber fabric placed thereon from being slipped out and moved and exhibits excellent mud storing effect and water storing effect and can enough keep beautiful appearance and exhibits good feeling of stepping and the mat. SOLUTION: The base sheet 1 has a constitution in which a number of projections 2, etc., for preventing the fabric from being slipped are provided on the top face of a foundation sheet 5 and this projection 2, etc., for preventing the fabric from being slipped comprises a board-shape base part 3 and a plurality of spike small projections 4 projected on the top face of the base part 3. The fiber fabric such as nonwoven fabric is placed on this base sheet 1 and the mat is constituted by penetrating and hooking the projections 2, etc., for preventing the fabric from being slipped among fibers of this fiber fabric.
