PURPOSE: A device and a method for remotely upgrading a program of a communication system are provided to supplement a function of a corresponding base station apparatus in a wireless communication system by changing firmware or programs, thereby performing a remote program upgrading in an upper system. CONSTITUTION: An upper system(210) provides a user interface to an operator, transmits upgrade data to lower-level processor boards(240,250), and controls an upgrade process by the upgrade data. The plurality of processor boards(240,250) are dually implemented as an active and a standby operation. In the active operation, the processor boards(240,250) receive and store the update data transmitted from the upper system(210). And in the standby operation, the processor boards(240,250) store related information transmitted from the boards in an active operation state, and upgrade flash memories(221,231,241,251) by corresponding update data when a preset condition is achieved. A plurality of network boards(220,230) cross-connected with the plurality of processor boards(240,250) receive the upgrade data from the active processor boards(240,250), to upgrade the flash memories(221,231,241,251) with the upgrade data when the preset condition is achieved.
