PROBLEM TO BE SOLVED: To achieve the installation of an exterior wall panel and reduction of construction time even when there is no space to install a scaffold on the side surface at which the exterior panel is to be installed. SOLUTION: A plurality of rectangular unit blocks 23 are piled up and connected to form a steel tower. The exterior panel provided outside the unit block 23 comprises first exterior panels 22A, 22B and 22C not arranged on the connecting part of the unit block 23, a second exterior panel 22D arranged on the connecting part of the unit block 23, and a third exterior panel 22E for covering the spaces between the end parts along the circumferential direction of the 22A, 22B, 22C and 22D of the first or the second exterior panels. Each exterior panel can be installed from the inside of the unit block 23.
