PURPOSE: A paste bait for fishing and a manufacturing method thereof are provided to increase a fish catch and prevent environmental pollution. CONSTITUTION: A manufacturing method of a paste bait comprises the steps of: extracting wheat germs by separating in the process; roasting the wheat germs at a temperature of 120-180deg.C for a predetermined time until the surface of the wheat germs keeps light brown color, to remove lipids by 80-92%; removing the skin of grains like beans and barley, sterilizing, heating and crushing into fine powder by using a crusher; and mixing 5% of powdered beans, barley and spice with 87-95 wt.% of the wheat germs having a particle size of 3mm and homogenizing. Additives are selected from among pupa powder, earthworm powder, shrimp powder, corn powder or starch.
