PURPOSE: A multipurpose mobile apparatus for performing an advertising function, a guiding operation of public information, and a displaying operation by using a backlight unit, an EL(Electro-Luminescence) display device, and a light guide panel and a method thereof are provided to enhance an advertising effect by forming a low-powered portable illumination device with the backlight unit, the EL display device, and the light guide panel. CONSTITUTION: An illumination plate(6) is formed on a backlight unit(4) or an electro-luminescent display unit or a light guide panel. A printing film(3) is loaded on a front face of the illumination plate(6). The printing film(3) includes contents necessary for advertisement. A transparent acryl plate(2) is covered on the printing film(3). An illumination device is formed by fixing the resultant within a frame(1).
