PROBLEM TO BE SOLVED: To provide a red phosphorus-based flame retardant which has excellent corrosion resistance and flame retardance and is used for epoxy resins. SOLUTION: This red phosphorus-based flame retardant which is used for epoxy resins, has a P content of 65 to 97 wt.% and in which double coating layers comprising the first coating and the second coating are formed on the surfaces of red phosphorus particles. The first coating comprises a zinc hydroxide coating produced by reacting a soluble zinc compound with an alkali agent at a pH value of >=6.5, and the second coating comprises a phenolic resin coating containing zinc oxide. The zinc hydroxide is coated in an amount of 0.5 to 10 wt.% based on the red phosphorus particles, and the 10 wt.% slurry of the red phosphorus-based flame retardant in 20 deg.C water has an electric conductivity of <=30μs/cm.
