PROBLEM TO BE SOLVED: To provide an image encoding apparatus and an image decoding apparatus that can realize partially disclosed information a degree of scrambling of which can freely be controlled without increasing a data quantity after encryption. SOLUTION: The image encoding apparatus encrypts part of an encoded code stream in compliance with the JPEG-2000. The apparatus comprise, a means that uses a filter bank comprising a low pass filter and a high pass filter to apply wavelet transform to input image data a quantization means, a means for deploying a quantization coefficient into a bit plane from the MSB to the LSB, a means for applying arithmetic encoding to the bit plane by each unit of a prescribed entropy coding processing, a means for segmenting the generated arithmetic code to have a prescribed bit rate, a means for generating a header for the arithmetic code subjected to rate control, a means for encrypting the arithmetic code and a means for configuring a packet with the arithmetic code after encryption and the header. |
