PROBLEM TO BE SOLVED: To provide an image encoding method and an image decoding method that can compress data equally to that of a conventional method even in the case of a small memory/low arithmetic capability of a mobile terminal or the like. SOLUTION: A frame encoding unit 13 creates individual image signal information from a moving picture signal Vin and outputs a frame code value InfVal- F as a value obtained by encoding the image signal information of each frame. A variable length encoding unit 16 dissolves the frame code value InfVal- F into a unit frame code value Val- F which is a basic unit of the encoding, converts the unit frame code value Val- F into a frame code word Code- F by using only a single code table 16a, and creates a frame stream by combining the converted frame code words Code- F. A multiplexer 17 multiplexes a conventionally prepared header stream with the aforementioned frame stream, thereby constituting an image encoding signal Str.
