摘要 PROBLEM TO BE SOLVED: To provide a small size titanium electrolytic capacitor assuring a large capacity and a low level leakage current through a method of forming, on the surface of titanium, a stable composite titanium oxide film having a large dielectric constant. SOLUTION: In the method of forming a composite titanium oxide film on a metal titanium basic substance, a composite titanium oxide film including at least a kind of metal ion selected from among titanium, lithium, magnesium, calcium, strontium, barium and lanthanum is formed on the surface of the metal titanium basic substance by forming a potassium salt of titanic acid on the surface of the metal titanium basic substance, and then treating the film with an aqueous solution including at least a kind of metal ion selected from among lithium, magnesium, calcium, strontium, barium and lanthanum.
