PROBLEM TO BE SOLVED: To carry out streaming distribution by compensating missing data when there is missing data in streaming data during the streaming distribution. SOLUTION: A cache confirming part 10 receives a distribution request with respect to a media server 2 from a client 3. When the distribution target streaming data is not stored in a cache data storing part 101, the cache confirming part 10 sends the distribution request to the media server 2. A streaming data storing part 11 receives the streaming data streamed by the media server 2 and it determines an existence of a data loss. If there is a data loss, a missing data requesting part 14 sends a distribution request of the missing data to the media server 2. A missing data storing part 15 receives the missing data from the media server 2. A streaming data distribution part 12 streams the streaming data and the missing data sent from the media server 2 to the client 3.
