PROBLEM TO BE SOLVED: To provide an emergency reporting image-transmitting apparatus for using the conventional emergency-reporting apparatus, and accurately judging the urgency and importance of the emergency reporting by a receiver when an emergency reporting message is transmitted to the receiver. SOLUTION: The emergency reporting image-transmitting apparatus comprises an analog port where an emergency reporting apparatus is connected, one or a plurality of image signal input terminals for receiving an image signal from one or a plurality of imaging apparatus, and a control section that captures one of telephone lines for transmitting a reporting message according to a line capturing from the emergency reporting apparatus, stores the telephone number information of the destination of image information related to the reporting receiver, and controls a transmission to the telephone line of image information based on the image signal from the image signal input terminal. The control part waits for the response from the receiver to the call of the emergency report, calls an image information transmitter when there is a response from the receiver, waits for the response from the image information transmitter, and transmits the image information to the image information transmitter.
