PROBLEM TO BE SOLVED: To provide a program development device and a developing program capable of emulating a target machine with high precision and processing without impairing high speed property. SOLUTION: When an application A calls API demanding to ensure a heap memory, processing is performed by heap management 101 through API 100. The heap management 101 uses a memory access system call at a lower level to ensure a logical memory. A memory emulator 11 returns logical address in a memory region ensured from a logical memory region A15 corresponding to the application A to the heap management 101 and calculates physical address corresponding to the ensured logical address in such a way that it becomes the same value as physical memory handled actually by the target machine to manage an allotment condition of the logical address and the physical address in a physical memory map 110.
