ELECTRONIC VALUE CIRCULATION MANAGEMENT SYSTEM

PROBLEM TO BE SOLVED: To provide an electronic value circulation management system in which an electronic value information incorrectly issued after a flowing out of a secret information can be detected it the secret information flows out upon issuing the electronic value, and it is not required that all the electronic value information issued by the issuing device are made invalid. SOLUTION: The electronic value issuing device adds a driver IC card ID and an issued serial number to the electronic value information and issues it and transmits the correctly issued electronic value information to an electronic value management device by an off-line. When the driver IC card is stolen, the driver ID is retrieved from the electronic value information retained in the electronic value management device and the maximum value of the issued serial numbers is retrieved. The driver ID and the maximum value of the issued serial numbers are managed/delivered as a black list information. The driver IC card ID of the electronic value information indicated upon payment of a charge is registered in the black list and when the issued serial number is bigger than the maximum value of the issued serial numbers registered, it is judged that the card is issued after the card has encountered with a lost/stolen accident.
