PROBLEM TO BE SOLVED: To provide a dumper force applying operation controller for enabling a user to always obtain an excellent operation feeling when operation a knob by setting a knob operating speed being the target of an arithmetic operation as an offset operating speed obtained by subtracting the knob operating speed causing the instable operation of a force feedback system from the knob operating speed when performing the arithmetic operation of force quantity using the knob operating speed. SOLUTION: This controller is provided with a manual operating part 1 having a knob 1a, a knob displacement detecting part 2 for producing knob displacement information by detecting the operating state of the knob 1a, a control part 3 for converting the knob operating speed to be obtained from the knob displacement information into force quantity, and a force applying part 6 for applying a dumper force corresponding to the force quantity to the knob 1a when operating the knob 1a. When converting the knob operating speed into the force quantity, the control part 3 sets the force quantity by setting the knob operating speed as zero when the knob operating speed does not reach a specific speed, and sets the force quantity by using the offset operating speed by obtained subtracting the specific speed from the knob operating speed when the knob operating speed exceeds the specific speed.
