PROBLEM TO BE SOLVED: To provide a foamed base material for sound insulating pad which can be manufactured more inexpensively than heretofore. SOLUTION: The foamed base material 12 for sound insulating pad consists of a foamed base material 14 for sound insulating member which consists of a resin material of a relatively high expansion ratio and forms the sound insulating member by foaming and a foamed base material 16 for a supporting section which consists of a resin material of a relatively low expansion ratio, is integrated with the foamed base material 14 for the sound insulating member, is attached to a wall section 10a of a passage 10 of a prescribed shape and regulates the foaming of the foamed base material 14 for the sound insulating member by foaming simultaneously with the foaming of the foamed base material 14 for the sound insulating member.
