PROBLEM TO BE SOLVED: To automatically inform the emergency even under a condition that a driver can not push an emergency informing button in an emergency informing device loaded on a route bus or a cash transport car. SOLUTION: A control part 3 acquires a present position and a time of an own car from a position calculating part 2 such as a GPS and a car navigation, reads out a predetermined stop position and a time on a predetermined vehicle for a memory card 4, determines whether the present position of the own car exists on the predetermined stop position at a predetermined time or not, and determines the occurrence of an abnormal state for the absence, whereby the emergency is informed to an information center through a communication part 16 even under the condition that the driver can not push the emergency button 5.
