PROBLEM TO BE SOLVED: To solve the problem that a caching method does not produce an effect if information with high update frequency and information with low update frequency are mixed in a Web even though there is the method for caching the entire generated page to reduce a load for generating a dynamic Web page. SOLUTION: This invention comprises a device (2) for converting a program for dynamically generating a Web page with partial evaluation, a device (3) for arranging the converted program to a Web server, and a device (4) for switching the arranged program to its operating state. By converting the program for generating a dynamic Web page with partial evaluation, processing such as retrieval of data with low update frequency is preliminarily performed. By arranging this conversion processing at the Web server, only data with high update frequency are retrieved when a request is received from a Web browser, and data with low update frequency do not have to be retrieved. Thus, it is possible to reduce the load of a system.
