PROBLEM TO BE SOLVED: To provide a portable telephone system in which a call can be prevented from being cut off by making hand over easy to occur when the error rate of received data is high but a received field strength is also high. SOLUTION: This device is provided with a BER estimating circuit 8 for estimating the BER of a received signal, a received field strength measuring circuit 5 for measuring the received field strength of the received signal, a BER/received field strength table 10 correspondingly storing the BER and a corrected received field strength, and a CPU 9 for comparing the corrected received field strength corresponding to the BER found by the BER estimating circuit 8 with the received field strength measured by the received field strength measuring circuit 5 and selecting the field strength presenting a lower value.
