<p>PROBLEM TO BE SOLVED: To set a finer band than in the conventional practice and also to reduce an error between a set band and an allocated band by making a band grain size fine without sacrificing a response delay time more than in the conventional cell slot scheduling practice. SOLUTION: The set cycle of a band setting unit is set longer than the allocation cycle of an allocation unit. The excess of the number of CSs allocated to each connection according to a CS allocation request over a limited band is monitored in each allocation unit, and when a result of this monitoring shows an excess, a CS for the excess is allocated to another allocation unit. A CS is allocated preferentially to a connection whose cell delay permissible variation is small according to a cell delay permissible variation set in each connection, and when the CS of a corresponding allocation unit has been completed in allocation, a connection whose cell delay permissible variation is large is allocated to a CS of different allocation unit.</p> |
