PROBLEM TO BE SOLVED: To provide an edge router device capable of being set so as to be able to transmit a high priority packet to a client side user terminal without allowing the manager of a server side user terminal to have to be aware of the packet transmission and in addition, being automatically set so as to make the manager of the client side user terminal pay the charge of the high priority packet, who has requested the high priority packet, a network management system, its program and a network managing method. SOLUTION: A client side edge router device 110A changes a policy table on the basis of a policy setting request transmitted by the client side user terminal 12A and also transfers the policy setting request to an edge router device 110B with the server side user terminal 12B connected thereto through a network managing device 130. The server side edge router device 110B changes its policy table and charging table on the basis of the received policy setting request.
