<p>PROBLEM TO BE SOLVED: To provide a moving picture encoding sequence conversion apparatus and method, and its program that can reduce a processing quantity at re- encoding without deteriorating an encoding efficiency by predicting a motion vector at motion compensation prediction in the case of re-encoding a moving picture encoding sequence depending on applications. SOLUTION: A moving picture decoding section 100 receives a pixel coefficient code 1001 and a motion vector code 1002 to generate a decoded image 1004, calculates complexity of a coefficient distribution (encoding complexity information 1006) from the pixel coefficient code 1001 and outputs a motion vector 1003 used in decoding. A motion vector prediction section 108 references the encoding complexity information 1006 to generate a prediction vector 1005 in re-encoding. A moving picture encoding section 110 references the motion vector 1005 to re-encode a decoded image 1008 down-sampled by a resolution conversion section 109.</p> |
